旅游电动蓄电池观光车的特点：
1.场（厂）内专用旅游观光车辆可定义为，在指定区域内行驶，以电动机或内燃机驱动，具有四个或四个以上车轮的非轨道无架线的乘用车辆。该车型一般包括能量系统、驱动控制系统、底盘系统、电气及控制系统、车身系统。相对于其它场（厂）内专用机动车辆，它具有以下特点：

3）安全性要求高，由于旅游观光车除了搭载司机，还有数名甚至数十名乘客，而且旅游观光车多往返与人员众多的场所，例如风景区、步行街。因此与公众的安全十分密切，安全性要求也较高。
2.检验项目的设置与要求
由于《厂内机动车辆监督检验规程》的检验项目主要针对叉车类专用车辆，考虑到旅游观光车的特殊性，该检验项目必然有很多不适用的地方。因此，有必要研究制订切实可行的检验项目和要求。
2.1检验条件
除了《厂内机动车辆监督检验规程》内规定的检验条件要求，笔者认为还应增加以下一点，试验场地平整坚实，且远离游客区域，地面坡度应不大于3%。
2.2检验项目
1）整车检查。《厂内机动车辆监督检验规程》内已做出明确规定，可大致依照执行，只修改部分项目。装载运输易燃易爆、剧毒等危险品要求，因不涉及此项内容，可不列入检验项目。
对于1.5项车轮的防护，原本该项目是根据GB10827-1999《机动工业车辆 安全规范》中的12.6项，“车轮超出车体轮廓线时，必须对其采取有效的保护措施，以尽可能避免驾驶员在正常作业时受到车轮所抛出物体的伤害。”所做出的要求。但在旅游观光车相关标准中已明确规定，车轮不得超出车体。因此，《厂内机动车辆监督检验规程》中1.5项应取消，改为“车轮不得超出车体”。
对于《厂内机动车辆监督检验规程》中1.6项，“车辆按国家标准设置的各种仪表应齐全有效”，为了在实际检验中更容易操作，笔者认为应根据GB21268-2007《非公路用旅游观光车通用技术条件》明确要求，“内燃观光车应装备里程表或计时表、车速表、发动机水温表或水温报警装置、机油压力表或油压报警装置，蓄电池充电（报警）指示灯和燃油表，采用气压制动系统的观光车还应装有气压表。”

“电动观光车应装备里程表或计时表、车速表、电流表或蓄电池荷电状态指示器。蓄电池的剩余电量低于一定值时，应通过一个明显的信号装置（例如：声或光信号）显示。”
至于1.8项关于车辆环保方面的要求，因为国家已更新相关标准，检规中也应做相应调整，根据GB21268-2007《非公路用旅游观光车通用技术条件》要求，“使用汽油发动机的观光车排气污染物排放”应符合GB18285的要求。使用柴油发动机的观光车按GB3847-2005《车用压燃式发动机和压燃式发动机汽车排气烟度排放限值及测量方法》附录I进行柴油机自由加速度烟度试验所测得的排气光吸收系数应不大于以下数值：
――自然吸气式：2.5m-1
――涡轮增压式：3.0m-1”
至于噪声标准，可参照GB21268-2007《非公路用旅游观光车辆通用技术条件》执行，在此不累述。
2)动力系统检验。由于叉车和旅游观光车在这方面差别不大，可不作修改，参照执行。
3）灯光电器检验。对于此大项检验，可参照原有检规执行，并增加以下内容：（1）观光车应装备倒车声音音响装置。（2）对于蓄电池旅游观光车，电动控制器应具有过热、过电压和欠电压的保护功能。（3）旅游观光车应设置行驶大灯。
4）转向系统检验。该项目的检验差别不大，可参照执行。但笔者认为，应根据国家相关标准对检验方法进行规范，例如方向盘操作力的检验，检验方法应为“在平坦、硬实、干燥的路面上，以10km/h的车速在5s内沿螺旋线从直线行驶过渡到直径为24m，的圆周行驶，作用在方向盘外缘上的切向手操作力不应大于150N。”
5）动力系统检验。该大项检验与叉车类似，可参照执行，只是对制动效能附表应根据旅游观光车相关国家标准作适当的修改，如下表1。
6）至于工作装置和专用属具的检验，由于和旅游观光车无关，应删除。
7）旅游观光车特殊检验项目。鉴于旅游观光车的特殊性，笔者认为还应根据相关国家标准增加以下检验项目。
（1）旅游观光车上必须有警示标识，该标识应至少包含以下内容，“禁止携带易燃、易爆等危险物品的人员乘坐观光车或进入观光车使用场所。”“行动不便的老人、儿童、孕妇和残障人员乘坐观光车，应有监护人监护，确保其乘坐安全。”并且明确标出观光车的额定载客人数。以上警示可用文字或者类似的符号表示。
（2）观光车应配备性能可靠、处于有效期内的灭火器材。
（3）观光车带有车厢时，车厢应有制动功能（总质量不大于750kg的车厢除外），且该制动功能可以由观光车上的驾驶员方便地实施。
